It's done in flash, so it might use Flash's own programming language, ActionScript.

really? i thought it is written in C++ or Delphi or something else,is it sure in flash?

Yup. The game itself is a .swf file, which means it is done in Flash. The .swf file is hidden inside of the launcher, which simply loads up Flash Player, and tells it to run the .swf for VVVVVV.

I'm 99% sure it's Adobe Flex and ActionScript 3.
