Why does Vermilion show in on random places on the map at random times?

He's usually trying to help look for people, if I remember right.  Have you spoken with him when you meet him?  I think he explains.

As I remember he shows up in Space Station 2, the Lab and near the secret lab "peephole" saying that the way looks dangerous.
