The first thing you need to do is actually enclose your play area, even if it's only temporary.  It's easier for players to actually play it if they have some inkling of where the levels actually are.

I don't think we're on the same page here.  I mean just make a set of tubes for the sake of ease of testing and development, then replace it with an actual overworld later.
